The two Koreas opened their second day of prime ministers’ talks Thursday in Seoul to fine-tune a joint statement to implement the points agreed upon during the October inter-Korean summit.
A government official said the two sides have agreed to have a group of South Koreans visit the North and tour the Haeju area, where they are planning to build a special economic zone.
The official also said the two will begin railway transportation of goods before the end of this year between South Korea’s Munsan and the North’s Bongdong station.
However, the official added the two countries are struggling to find common ground on the issues of transit, communication, and customs in the Gaesong Industrial complex.
The North and South delegation will tour the National Museum of Korea Thursday afternoon, while North Korea Premier Kim Yong-il’s meeting with President Roh Moo-hyun is expected to come Friday.
