N-S Strike Military Agreement on Inter-Korean Zone Issues

The two Koreas have agreed upon three main points Thursday morning related to operations in inter-Korean zones during general-level military talks.

The North and South adopted an agreement outlining the three core issues – communications, transit, and customs – and the related security guarantee measures.

According to the agreement, people will have access to the internet and land and wireless phone communication in both the Gaesong industrial complex and the Mt. Geumgang tourist site starting next year.

South Korea pushed for mention of mobile phone use in the agreement, but as the North remained steadfast on the term “wireless”, the two have instead agreed to further discuss the matter in working-level talks.

The two also agreed to allow regular transit from seven a.m. to ten p.m. and will also permit travel on Sundays and public holidays.

The North and South plan to minimize customs procedures by adopting ‘selected examination’ and aim to reduce the amount of time for the process.

The agreement will go into effect once South Korea's Minister of Defense Kim Jang-soo and his North Korean counterpart sign and exchange the document Thursday.

The government expects a boost in exchange and cooperation in both inter-Korean zones with the signing of this agreement and said it will provide a basis to implement points agreed upon during the inter-Korean summit and prime ministerial talks.

The two sides will continue their talks to discuss creating a joint-fishing zone in the West Sea.
