NK's Spy Chief Visited Seoul in September

A top aide to North Korean leader Kim Jong-il made a secret visit to Seoul in late September to discuss agenda for the October inter-Korean summit.

The visit was disclosed earlier this week when the National Intelligence Service (NIS) reported to President-elect Lee Myung-bak's transition committee about how the October summit had been prepared and held.

Kim Yang-gon, director of the United Front Department of the North Korean Workers' Party, visited Seoul for two days from September 26th last year. He presented Pyongyang's draft for a declaration to be issued after the South-North summit.

NIS director Kim Man-bok visited Pyongyang on September 15th and 16th to discuss details of the summit.
