Researcher advises N.K. to participate in anti-terrorism campaign

A researcher claimed in a foreign policy paper released Tuesday improvement in North Korea-U.S. relations cannot be expected unless the Pyongyang regime somehow joins an international alliance against terrorism.
Choi Jong-chul, professor at the National Defense University, said Washington's hawkish policy toward Pyongyang is rooted in concerns about weapons of mass destruction.
Choi wrote in the paper contributed to a Sejong Institute publication that with the proliferation of weapons of mass destruction, the George W. Bush administration places the surge of terrorism at the top of asymmetrical threats.
