A North Korean state-run newspaper has reiterated the importance of strong self-defense.

The Rodong Sinmun called defense the "heart of state affairs" in an editorial to mark the 15th anniversary of North Korean leader Kim Jong-il’s taking control of the military.

It also said national power is determined by military power.

The editorial called for reinforcing the military and developing the sophistication of the armed forces both ideologically and technologically.
