Kim Sook: NK Preparing to Submit Nuke Declaration

The nation’s top nuclear negotiator has confirmed that North Korea's nuclear declaration is nearly complete.

Kim Sook made the statement at a news briefing Sunday in Seoul after recent talks with nuclear envoys from North Korea, the U.S. and Russia.

Kim said Pyongyang is almost ready to provide the declaration, while the U.S. apparently needs more time to study some 18-thousand pages of documents presented by the North last month.

He said the declaration will come in line with corresponding measures by the U.S. based on the action-to-action principle.

Kim said that while meeting his North Korean counterpart Kim Kye-kwan, the North showed an active and positive attitude toward the six-way nuclear talks.

He added that the North Korean negotiator said his country will fully observe the principles under the September 19th nuclear dismantlement agreement, which calls for its complete denuclearization.

Kim made the comment amid reports that former U.S. envoy Jack Pritchard had said the North sees only its main nuclear facility at Yongbyon as subject to phase-three dismantlement under a six-party nuclear agreement. Pritchard had served as coordinator of U.S. policy on North Korea under the Clinton administration.
