U.S. Secretary of State Condoleezza Rice says the management of North Korea’s moves to rebuild its main nuclear reactor is the responsibility of the members of the six-way nuclear talks.
Speaking to reporters in Rabat after holding talks with a Moroccan foreign minister, Rice said Monday that the members of the six-nation talks have the right sets of incentives and disincentives to get the proper outcome regarding the North’s nuclear issue.
Rice said that despite its ups and downs, there is a way forward in the process to resolve the North’s nuclear issue, including a commitment from the North as of September 2005, and subsequent commitments to end its nuclear weapons program completely and verifiably.
Rice’s comments came after U.S. broadcaster Fox News said last Friday that the North had removed International Atomic Energy Agency seals from its equipment as part of preparations to rebuild its Yongbyon reactor.
