'Kim Jong-il Can Receive Reports, Give Orders'

A South Korean official from the ruling camp says North Korean leader Kim Jong-il appears to be able to receive reports and give orders.

The official said Thursday that during his recent trip to Pyongyang, he proposed to a North Korean official that the South send medicine to treat Kim Jong-il for cerebrovascular disease.

The next day, the North Korean official reportedly told the Seoul official that he delivered the proposal to the North Korean leader.

The Seoul official said that given the details of the incident, Pyongyang has effectively acknowledged Kim's cerebral disease and his continued ability to command.

Kim reportedly suffered a stroke two months ago.
