Seoul Offers Dialogue with N. Korea

South Korea has again proposed dialogue with North Korea. Unification Minister Kim Ha-joong said the government is willing to meet anytime, at any place and between any officials, regardless of their level.

Kim made the proposal in a speech at a forum hosted by the Korea Institute for National Unification.

He said both sides can find a reasonable solution that satisfies both sides if they meet and exchange opinions with candor, and that Seoul hopes for a positive response from the North.

In addition, Kim stressed the importance of internal unity and national consensus in the South, warning that a split in public opinion will give North Korea the wrong message.
