A survey finds a majority of Koreans believe BOTH Washington AND Pyongyang are to blame for the downturn in relations. According to the poll by The Hankyoreh newspaper, 54 percent of those surveyed said they believe the two countries are responsible for the deadlock in relations. Another 28 percent said they felt Washington is primarily to blame, while only 17 percent said North Korea is more at fault. The poll, of seven hundred adults, has an error margin of plus or minus three point seven percentage points.
