NK Notifies Seoul of New Rules on Gaeseong Roads

North Korea’s office in charge of managing the Gaeseong Industrial Complex presented South Korea with a draft of unilaterally produced regulations on road management within the complex.

The draft includes a series of obligations the North says the South must observe when building and managing roads in the industrial park. The draft also includes 44 penalty clauses.

The North's Central Guidance Bureau for Special Zone Development in charge of the management of the inter-Korean joint industrial complex conveyed the draft regulations to the South’s Gaeseong Industrial District Management Committee late last month.

Under the draft regulations, South Korea must pay one-thousand dollars in fines if it blocks roads without the North’s permission and 500 dollars if it conducts a construction project without establishing appropriate safety measures.
