Civic groups on Friday blasted the military for conceding too much to the United States in an accord to regain land used for U.S. military bases in Korea. The accord was signed by Defense Minister Kim Dong-shin and Gen. Thomas Schwartz, commander-in-chief of the U.S. Forces in Korea. Under the agreement, the USFK pledged to return 41.14 million pyong (135.8 million sq. meters) of land to the South Korean government in exchange for 1.54 million pyong (4.62 million sq. meters) of land adjacent to current installations. Kim Yong-han, the chairman of the national committee for the restoration of land from U.S. army bases said....compared with a preliminary plan reached during last year's Security Consultative Meeting (SCM), there is almost no increase of land that will be returned to the country while the land to be granted to the U.S. side increased from 750,000 pyong to 1.54 million pyong. He said...he will fight to prevent expansion of U.S. military bases. Another civic group said it was disappointed and irritated by the military's low-profile land deal with the United States, which was against the wishes of the people. Kim Jong-il, the organization's chairman, said....the results of the land deal are worse than those made during the latest SCM.
