North Korea says Tuesday’s inter-Korean naval clash in the Yellow Sea was a planned provocation by South Korea.

The Rodong Sinmun, the newspaper of the North’s Workers' Party of Korea, said the inter-Korean naval clash began with a group of South Korean war vessels opening fire on a North Korean patrol ship, which was on routine guard.

The North Korean newspaper said South Korea must pay the price for its so-called intentional provocation.
