'Inter-Korean Summit Should Follow Nuke Verification'

The National Unification Advisory Council is recommending the government seek an inter-Korean summit after North Korea commits itself to verifiable denuclearization.

In a policy proposal to be submitted to President Lee Myung-bak, the council said Friday that such a summit should be sought once related parties have agreed on or begun verification of the North's denuclearization.

The council also suggested that South Korea take the initiative by being the first to propose dialogue, noting that Seoul has a tendency to respond only when Pyongyang raises problems or proposes contact.
