N. Korea Seeks Aid from SK Relief Groups

North Korean agencies in charge of promoting cooperation with South Korea are known to have asked for aid from South Korean private organizations.

World Vision said Sunday that the North’s National Economic Cooperation Federation requested 300 tons of flour and 200 tons of rice last month. The NGO says that unlike in the past, the federation reiterated its request several times over the phone.

The North’s Council for National Reconciliation also invited to Pyongyang seven members of the Rose Club, a South Korean organization providing medical support. In the past, the North rarely allowed visits by members of the group.

Observers say the North has apparently changed its previous attitude because of its dire need for foreign aid and desire to enhance the lives of its people. In its New Year's message, Pyongyang pledged to place top priority on improving its people’s livelihood.
