The two Koreas on Monday afternoon resumed working-level talks at the Gaeseong Industrial Complex in North Korea.
During the two-hour morning session, the two sides failed to narrow differences on talks for the operations of the inter-Korean industrial park.
The Unification Ministry in Seoul said that the South proposed discussing cross-border passage, communications, customs clearances and accommodations for North Korean laborers at the Gaeseong complex.
However, the North insisted on focusing on wage hikes and building accommodations for North Korean workers. The North Korean delegation insisted that the issues of cross-border passage, communications, customs clearance be discussed at separate working-level military talks.
The South Korean delegation proposed introducing a radio frequency identification system (RFID) for border clearance. Seoul also wants the North to ease entry restrictions by allowing South Koreans to visit the complex at any time during the day.
Kim Young-tak, head of the South Korean Unification Ministry's inter-Korean dialogue office and Pak Chol-su, vice chief of North Korea's Central Guidance Bureau for Special Zone Development, are representing the two sides.
