The two Koreas ended two rounds of working-level talks without an agreement at the Gaeseong Industrial Complex in North Korea on Monday.
The two sides failed to narrow differences on the agenda for full-fledged negotiations for operations at the inter-Korean industrial park.
The Unification Ministry in Seoul said the South proposed discussing cross-border passage, communications, customs clearances and accommodations for North Korean laborers at the Gaeseong complex. However, the North insisted on focusing on wage hikes for North Korean workers.
The two sides did agree, however, to discuss the issues of cross-border passage, communications and customs clearance at separate military talks and deal with accommodations and wages at future economic meetings. But they failed to set a date for the next round of Gaeseong talks.
Kim Young-tak, head of the South Korean Unification Ministry's inter-Korean dialogue office and Pak Chol-su, vice chief of North Korea's Central Guidance Bureau for Special Zone Development, represented the two sides.
