The two Koreas will open working level talks on Tuesday to discuss three issues - passage, communications and customs clearance - at the joint Gaeseong Industrial Complex in North Korea.
Seoul's Unification Ministry says it will propose that the customs clearance procedures be simplified, an electronic entry/exit system be introduced and that Internet access be made available at the border complex.
During the talks Seoul is also likely to inquire about the identities and whereabouts of four South Koreans detained by North Korea. The North said Friday that it was investigating them on charges of illegal entry.
Five South Korean delegates will attend the talks, including two Defense Ministry officials of the rank of lieutenant major.
Seoul was to originally hold the working level talks at the customary venue in Panmunjeom, but changed it to a working level contact when Pyongyang insisted that the meeting be held at the Gaeseong complex.
