The government is expected to allow excess human embryos that remain after the treatment of sterility to be used to cure human diseases next year. However, somatic cloning is forbidden in principle and only medical organizations that meet certain standards involving the use of human embryos are allowed to provide those services. The Ministry of Health and Welfare announced a draft medical bill including the reported contents Monday. According to the draft, only human embryos without primitive streaks are qualified to be used for the medical purposes and the range of use is limited only to the research of stem cells in treating sterility, developing contraception technology and curing diseases. As a primitive streak is created when an embryo begins to develop into human organs such as internal organs, medical circles regard embryos with a primitive streak as human.
