NK Proposes Working-Level Military Talks with Seoul

The Defense Ministry says North Korea proposed Wednesday a round of working-level military talks with South Korea on September 24th.

A government source in Seoul says that the North made the proposal in a telephone message sent via a military communications line and that the proposal is being reviewed.

Pyongyang said it hopes to discuss the cross-border dissemination of anti-North Korean leaflets via balloon by South Korean civic groups and disputes over the Northern Limit Line in the Yellow Sea.

Seoul has yet to confirm whether the North's gesture for dialogue is sincere.

The North reportedly proposed that the talks be held on the South Korean side of the truce village at Panmunjeom on September 24th.
