3rd Inter-Korean Red Cross Talks on Reunions Open Fri.

Red Cross officials from the two Koreas will meet for a third round of working-level talks on Friday to discuss preparations for a reunion of separated families.

The new round of talks comes after North Korea rejected South Korea’s proposal that the reunions be held at the family reunion center at the North’s Mount Geumgang resort during a round of talks last Friday.

At the previous meeting, Pyongyang officials said that in order for the reunions to open at the family reunion center, the two Koreas must first discuss the resumption of tours to Mount Geumgang.

A government official in Seoul said that if the tours are to resume, Pyongyang must first provide a thorough explanation about the South Korean tourist who was shot to death by North Korean security guards in 2008 at the resort. Seoul also wants the North to penalize those responsible and to provide measures to prevent the recurrence of similar incidents.

The official also listed as a condition to a resumption of the tours a resolution to the March sinking of the South’s “Cheonan” naval vessel, which a Seoul-led investigation determined was the result of a North Korean torpedo.
