Foreign Minister Kim Sung-hwan says the preconditions

North Korea must meet in order to resume the six-party

nuclear dialogue have not changed.

Appearing on a KBS news program Wednesday, Kim said

that parties to the six-way talks excluding North Korea

are discussing the terms of resuming the dialogue.

He said that South Korea, the U.S., Japan and Russia

have narrowed opinions on the terms for resumption but

that additional consultations need to be held with

China.

The minister also says that although he was briefed on

the results of New Mexico Governor Bill Richardson's

visit to North Korea, the North’s stated willingness

to allow international nuclear inspectors into the

North does not confirm Pyongyang's commitment to

dialogue.
