South Korean president Kim Dae-jung said he will convene a special cabinet meeting on Thursday and will declare three main flooded areas including Kimhae City and other areas hit by Typhoon Rusa being designated as special disaster areas. President Kim instructed the cabinet officials Tuesday to make every efforts to take precautionary measures even before the national assembly pass the revised parliamentary bill on anti-disaster measures.
