According to the Korean National Red Cross, North Korea asked for a delay of inter-Korean Red Cross talks on Tuesday. Citing damage from typhoon Rusa to the Mount Keumgang venue, North Korea asked that the talks begin on September 6th, instead of on the 4th, as originally planned. Officials indicated that the North's Red Cross made the request via the truce village of Panmunjom in the morning.
