Inter-Korean Military Talks End Without Agreement

South and North Korea finished their working-level military talks without an agreement at the truce village of Panmunjeom on Tuesday.

The South Korean Defense Ministry says that the meeting will resume at 10 a.m. Wednesday.

A ministry official says that the two sides held more than nine hours of talks from 10 a.m., but could not agree on the agenda and level of delegations for higher-level talks.

The South Korean delegation proposed the North's attack on South Korea's Cheonan naval vessel and Yeonpyeong Island as main agendas for the high-level meeting. The South also demanded the North's responsible actions regarding the provocations as well as assurances against a recurrence of such provocations.

However, the North proposed discussions on "the suspension of military actions that could be considered provocations by the militaries of both sides" in addition to the agenda items South Korea proposed.

On the level of delegations to the high-level military talks, South Korea proposed that the defense minister or the chairman of the Joint Chiefs of Staff lead the delegations while North Korea suggested that the vice defense minister or the deputy chief of general staff head the delegations.

Tuesday's talks are the first working-level military talks since September 30th of last year. Both sides sent a three-member delegation with the South's delegation led by Colonel Moon Sang-gyun and the North's delegation headed by Senior Colonel Ri Son-kwon.
