UM: N.Korean Leader’s Personal Funds Department Revived

North Korea has reportedly revived a department that handles personal funds for North Korean leader Kim Jong-il.

South Korea’s Ministry of Unification revealed in its list of North Korean authorities for 2011 that the department, known as “Office 38,” has been reestablished. The document cited Office 38 and Office 39, which have similar functions, as part of the North’s Worker’ Party.

The ministry has not identified who is in charge of Office 38 as it claims that the head’s name was not known.

The ministry also added the city of Nampo as a special city. In addition, the ministry says it appears that a part of Pyeongyang has been split off from the main city and overhauled as part of Hwanghae Province.
