Alexander Losyukov, Russian Deputy Minister of Foreign Affairs, said in a statement that the North Korea-Japan summit talks proved that North Korea has embarked upon an open-door policy to seek a friendlier relationship with the international community. Losyukov also praised Japan for the way it has approached North Korea, a country that HAD been labeled as part of an "axis of evil."
