China Mulls Step-By-Step Plan to Resume Nuke Talks

China says it is considering devising a step-by-step plan to resume the stalled six-way nuclear talks.

China’s chief nuclear negotiator, Wu Dawei, unveiled such a plan to reporters after he held talks with his North Korean counterpart, Kim Kye-kwan, in Beijing on Monday.

Wu told reporters that the plan’s first step would involve a meeting between the top nuclear envoys of the two Koreas and that the next step would involve a meeting between North Korea and the United States.

The North Korean nuclear negotiator said that his country is willing to discuss its uranium enrichment program during the six-way nuclear talks, rejecting calls by Seoul, Washington and Tokyo to have the U.N. Security Council discuss the North’s project.

Kim arrived in Beijing last Thursday and has yet to return home.
