Presidential panel offers science, tech special zones

The Presidential Advisory Council for Science and Technology briefed Friday on three-point policy proposals which highlight establishing science and technology zones in proposed special economic regions. The proposals are to help Korea cope effectively with China's fast emergence in this field. In the report, the council claimed by 2005 China will emerge as world's number-four economy and its research and development investments will outbid Korea's. Korea should introduce more foreign high-tech firms to the envisaged special zones in the Incheon area by offering tax and investment benefits. The council asserted that it should also help foreign companies to use Korean operations as beachhead for their China business. Setting up state-funded research centers and technology exchange centers in China was recommended as a way to compete well with China.
