South Korea’s top nuclear envoy Wi Sung-lac said that he’s planning to discuss with China how to implement a three-step plan to restart the six-party denuclearization talks.
The plan aims to resume the stalled six-party talks by first holding talks between the two Koreas and then between North Korea and the U.S.
Before embarking on his two-day trip to China, Wi said South Korea would make efforts to reviving inter-Korean talks first.

North Korea made claims last week that the two Koreas made a secret contact in Beijing and South Korea begged the North to hold inter-Korean summits. The North then began threatening to retaliate against the South Korean military's usage of photos of Pyongyang leadership for target practices.
Wi also remarked on the possibility of North Korea cutting off inter-Korean dialogue that although the situation is difficult to solve, there still are rooms for diplomatic channels.
