VOA: US Treasury Dept Says Animated Series not Banned

Voice of America (VOA) said that a popular Korean animated children’s series “Pororo the Little Penguin” is not subject to the ban on North Korean exports that the White House introduced in April.

VOA said that the United States Department of the Treasury Office of Foreign Assets Control (OFAC) said in an e-mail Monday that films and TV series that are widely distributed in the public, such as the Pororo series, are classified as information or information objects.

This means the content is an exception to the International Emergency Economic Powers Act, which authorizes the U.S. President to regulate commerce based on an unusual and extraordinary threat to the nation's economy.

According to the VOA, there are four exceptions to the law, including humanitarian activities by non-governmental organizations (NGOs) in certain countries, official humanitarian projects by some international organizations, and transactions related to publishing.

“Pororo the Little Penguin” is jointly produced by South and North Korea and airs on a Spanish language TV station in the U.S.
