'NK to Propose Resuming Nuke Talks without Conditions'

North Korea’s Vice Foreign Minister Ri Yong-ho says he will propose resuming the stalled six-party talks without any conditions.

Ri, the North’s chief envoy to the six-party nuclear talks, on Monday told at a closed forum in China that requiring conditions to hold dialogue would damage trust and faith to each other.

His proposal comes ahead of imminent talks with his South Korean counterpart Wi Sung-lac in Beijing on Wednesday.

The North Korean chief negotiator also said that Pyongyang, which held bilateral talks with the U.S. in July, recently proposed a second round of talks with the U.S.

The forum was organized by the China Institute of International Studies to mark the sixth anniversary of Joint Statement of the Fourth Round of the Six-Party Talks that was agreed upon by the member states in Beijing in 2005.

Ri is believed to have made the remarks as Seoul is planning to push the North to implement the preconditions to denuclearization in order to resume the six party talks.

South Korea, the U.S. and Japan have asked the North to suspend its uranium enrichment program, allow International Atomic Energy Agency inspectors into the country and announce a moratorium on tests and production of weapons of mass destruction before talks are held.
