Second Inter-Korean Nuke Talks Begin

The second round of denuclearization talks between South and North Korea’s top nuclear envoys is under way in Beijing.

South Korea's chief nuclear envoy to the six-way nuclear talks Wi Sung-lac and his counterpart Ri Yong-ho met at a hotel in the Chinese capital Wednesday morning Korean time to hold the dialogue.

This meeting comes two months after inter-Korean denuclearization talks were held in Bali, Indonesia, in late July.

A South Korean government official said the two sides did not establish when they would conclude Wednesday but that they would talk at length. The official said the representatives of the two Koreas will discuss all aspects of denuclearization, including the preconditions for denuclearization that the South has urged the North to meet for the resumption of the six-party talks.

South Korea and the U.S. are asking the North to suspend its uranium enrichment program, allow International Atomic Energy Agency inspectors into the country and announce a moratorium on tests and production of weapons of mass destruction before the multilateral talks are held.

North Korea, on the other hand, wants to hold the six-way talks without having to meet any preconditions.
