South Korea has urged North Korea to come forward onto the path of change to realize government-level inter-Korean talks and normalize the Gaeseong Industrial Complex.

Unification Ministry spokesman Kim Hyung-seok has said that to defuse the Gaeseong complex situation, the only way is for North Korea to withdraw its unjust measures and make the right decision toward normalizing complex operations.

Regarding talks that are ongoing at the complex between the two Koreas to settle wages and tax claims, the spokesman said discussions are not progressing as swiftly as expected but the two sides are narrowing differences.
