President-elect Roh Moo-hyun declared Monday he would seek a policy promoting the distribution of people, money and power currently concentrated in Seoul to bring new life to the provinces. Visiting Daegu City on the first leg of his provincial tour, Roh spoke at a town meeting on the subjects of decentralization and balanced regional development and also met Daegu Mayor Cho Hae-yeong. Cho asked the president-elect to include the construction of a "Daegu Technopolis" in the government's $4.4 billion dollar land development plan. The Technopolis project calls for the building of a science and technology park housing an information technology university and high-tech industries, a leisure industry complex, environment-friendly new towns and highways on both sides of the Naktong River.
