Seoul Proposes Inter-Korean Talks

Anchor: Seoul has proposed holding inter-Korean governmental talks on Saturday at the truce village of Panmunjeom to resolve the issue of the suspended Gaeseong Industrial Complex. Operations at the park have been down since April, and South Korean businesses are now concerned about the state of their facilities as monsoon season begins in full swing.
Kwon Chae-ryung has the latest development between the two Koreas. 
 
Report: Seoul proposed director-level working-level talks with North Korea on Saturday through an official letter via the Panmunjeom liaison office. 
 
Unification Ministry Spokesman Kim Hyung-seok said the government made the decision on the principle that the issues surrounding the suspension of the Gaeseong Industrial Park can only be addressed through dialogue.
 
Kim explained companies with factories at Gaeseong are suffering from the past three-month shutdown of the industrial park, and concerns of the state of their equipment are rising as monsoon season begins in full scale.  
 
He added that the government hopes to discuss at the working-level meeting a range of issues such as the inspection of facilities and equipment at the complex, the transfer of finished products and raw materials, and the normalization of the industrial park.
 
On Wednesday, 46 South Korean tech firms' demanded that the government allow them to remove their humidity-sensitive machinery at the complex. Later that day, North Korea said it will allow South Korean company representatives to visit the Gaeseong Industrial Complex.
 
Seoul's invitation for government-level talks appears to reflect the Park Geun-hye administration's principle on North Korea policy.
 
Before Seoul's invitation was made public on Thursday, a presidential official said there will be no policy change following North Korea's decision to approve the visit. The official explained trust is the most important aspect of the South-North relations, and though the door for inter-Korean dialogue is always open, trust can always be broken. 
 
Political analysts say that by making in effect a counteroffer of governmental talks, the Seoul stood by its stance that the inter-Korean issues should be resolved through talks between authorities rather than civilian channels.
