'Progress on Gaeseong May Lead to Mt. Geumgang Tours'

Seoul has suggested that discussions on resuming South Korean tours to Mount Geumgang in the North could take place only after the two sides resolve the issue of the Gaeseong Industrial Complex.
 
Seoul's Unification Minister Ryoo Kihl-jae revealed the government's stance at a forum in Seoul on Thursday, a day after the North proposed holding meetings on organizing family reunions and reopening South Korea's tour program to the scenic mountain resort.

The Unification Minister said it would be desirable for progress to be made first on restarting operations at the Gaeseong complex given that related talks are currently under way. 

Ryoo said his ministry conveyed to the North that if talks on the industrial park proceed smoothly, it could naturally lead to finding a breakthrough to the Mount Geumgang issue.
 
He reiterated that it is imperative for the two Koreas to build trust at the present time.
 
Ryoo also stressed that a policy must be consistent and continuously pursued in order to become predictable. With such policies, he said South Korean people and the international community will be able to fully comprehend and trust Seoul’s policies on the North.
