South and North Korean officials are struggling to narrow differences on restarting the stalled Gaeseong Industrial Complex at their third round of working-level talks on the issue.
At the roughly hour and a half-long morning meeting of Monday's talks in Gaeseong, Seoul asked Pyongyang to promise and take measures to prevent the joint complex from shutting down again. Seoul also called for legal measures to be established in order to guarantee the safety of South Korean workers, properties and investment at the complex.
Pyongyang, on the other hand, is said to have repeated its call for the prompt resumption of the industrial park’s operation, without presenting any specific preventative measures to avoid another shutdown.
Before departing to the meeting in Gaeseong, Seoul's new chief delegate to the talks Kim Ki-woong said that he will do his best for the "constructive normalization" and the "internationalization" of the complex.
