'N. Korea Falls Short of S. Korean Gov't, People's Expectations in Talks'

The Unification Ministry says South and North Korea have many differences to go over in their working-level talks on restarting the Gaeseong Industrial Complex.

Ministry spokesman Kim Hyung-seok told reporters Friday that the government will maintain its direction and continue to talk with the North.

Kim said that the most important thing is to ensure a system to prevent another shutdown. He explained once a system is in place, discussion can be held on developing the complex as an internationally competitive industrial complex.

The spokesman added that North Korea's attitude in the previous talks has fallen short of the expectations of the South Korean government, people and international community.
