N. Korean Daily Urges Inter-Korean Dialogue Beyond Gov't Level

The newspaper of North Korea’s ruling Workers’ Party has called for inter-Korean dialogue beyond the government level.
 
The Rodong Sinmun said Wednesday that dialogue and cooperation is urgently needed to improve South-North ties, and various sectors in societies of both Koreas should hold contacts and exchanges. 
 
The daily claimed that a sincere heart and the will to improve cross-border relations can’t be found in the words or actions of South Korean government officials.
 
The newspaper also claimed the Seoul government created "artificial obstacles" to the working-level inter-Korean talks over the resumption of operations at the Gaeseong Industrial Complex.
