Minister Refutes WSJ's Criticism of Gaeseong Talks

Seoul's unification minister has refuted a Wall Street Journal editorial criticizing South Korea for holding talks with North Korea on normalizing their stalled joint business venture in the North.

Minister Ryoo Kihl-jae responded in an article published by the Wall Street Journal on Wednesday called "South Korea is no appeaser." He said the Seoul government has not agreed to an unconditional and immediate reopening of the Gaeseong Industrial Complex.

He said the July seventh agreement on holding inter-Korean working-level talks stipulates the complex will only reopen after both sides "make preparations" to fundamentally change how the factory park operates.

In a July seventh editorial titled, "South Korea's Kaesong Blunder," the Wall Street Journal said the Park Geun-hye administration is repeating one of the worst mistakes of the misbegotten "Sunshine Policy" of a decade ago through holding talks with the North.
