North Blames South for Collapsed Gaeseong Talks

North Korea has blamed South Korea for the stalled inter-Korean talks aimed at normalizing the Gaeseong Industrial Complex just north of the border.

The Rodong Sinmun newspaper, an organ of the North's ruling Workers' Party of Korea, said in an editorial Tuesday the rupture in government-level talks between the two Koreas on the Gaeseong issue is caused by South Korea's lack of will for dialogue. 

The daily blamed Seoul saying the talks' breakdown is an inevitable outcome as South Korea does not have the volition to pursue dialogue and cooperation.
