Unification Minister Ryoo Kihl-jae says it is premature to hold an inter-Korean summit.
Appearing on a KBS TV program Sunday, Ryoo said proper conditions must first be met in order for a summit to produce meaningful outcomes. He also said a summit will unlikely resolve all inter-Korean issues at once at this time.
Ryoo said given the nature of the North Korean regime, many observers believe a summit can be an effective tool of communication. He said he believes there will be a time when leaders of the two Koreas can meet to resolve certain issues.
Regarding the reopening of the Gaeseong Industrial Complex, the minister said company officials and members of the factory park management committee may be able to visit the complex in North Korea as early as this week for facility maintenance. He said the business park will likely be reopened around the time the first meeting of the inter-Korean joint committee on the Gaeseong issue is held.
On resuming South Korean tours to the North's Mount Geumgang resort, Ryoo said Seoul must consider where the tourism project stands in overall inter-Korean relations and whether North Korea will take responsible measures before deciding to resume the tour program.
