South and North Korea are holding a subcommittee meeting to discuss the right of legal aid for South Koreans staying at the Gaeseong Industrial Complex.
Attention is being drawn to whether the two sides will be able find common ground because the North said in a previous subcommittee meeting that it would conduct an internal review on legal matters.
During a subcommittee meeting on investment protection on Wednesday, the two Koreas agreed to establish an arbitration committee within three months and exchange a list of mediators within six months.
At the meeting, South Korean officials raised issue with a shortage of workers and tax regulations, while the North brought up delayed wage payments and concerns of accounting transparency.
A subcommittee meeting on international competitiveness was also held on Wednesday. The South said efforts to globalize the industrial park cannot begin without first resolving cross-border passage, communications and customs issues.
The subcommittee meetings are a part of the larger South-North joint management committee on the inter-Korean industrial park in the North.
