A Heritage Foundation researcher says North Korea will use its imminent rocket launch as an occasion to test the U.S. government and the U.N. Security Council.

Bruce Klingner, a senior research fellow specializing in Asian affairs, told reporters that with the rocket launch, the North apparently wants to try the will of the U.S. and U.N.

During his campaign, U.S. Vice President Joe Biden predicted that North Korea would test the U.S. within six months after the U.S. president took office.
