UNSC Fails to Reach Agreement on NK Launch

The U.N. Security Council held its first meeting Monday to discuss North Korea’s firing of a rocket but failed to reach an agreement on how to respond to the launch.

In the emergency meeting convened for three hours early Monday morning, the United States and Japan urged strong additional sanctions against Pyongyang, calling the launch a violation of U.N. Security Council Resolution 1718.

However, China and Russia said Pyongyang’s launch should be considered an attempt at space development, citing the North’s claim that it was attempting to put an experimental communications satellite into orbit.

Ten of the 15 members of the council were also divided over whether to use the term “concern” in regards to a description of the launch by UNSC chairmen.

The council plans to hold additional meetings to discuss the U.N.’s responses to the issue.
