The United States is believed to have conveyed to North Korea that a third round of high-level bilateral talks can open only after the North scraps its uranium enrichment program.
A South Korean government source made the remark Tuesday, saying the U.S. conveyed its position to the North via diplomatic channels.
The source said that a third round of high-level talks between the North and the U.S. is unlikely to be held this year given that new U.S. Special Representative for North Korea Policy Glyn Davies is visiting South Korea, China and Japan this month. However, the source said the situation surrounding the third-round of talks could change early next year.
The source also said that Davies and South Korea’s top nuclear envoy Lim Sung-nam will coordinate views on when to open follow-up talks between the two Koreas as well as between the U.S. and the North. Davies is set to arrive in South Korea on Wednesday.
The source also noted the U.S. is considering providing biscuits and powdered milk for North Korean children instead of rice out of concerns that the grain could be used by the military.
