NK Agrees to Moratorium on Missile, Nuclear Tests

The United States says North Korea has agreed to a moratorium on its nuclear tests, long-range missile launches, and uranium enrichment program during their high-level talks last week in Beijing.

State Department spokeswoman Victoria Nuland made the announcement in a statement at 9 a.m. Wednesday local time (11 p.m. Wednesday, Korean Standard Time).

The statement said North Korea has also agreed to the return of IAEA inspectors to verify and monitor the moratorium on uranium enrichment activities at Yongbyon and confirm the disablement of the five-megawatt reactor and associated facilities.

The statement also said the U.S. still has "profound concerns" on North Korea's nuclear activities but said the moratorium reflects "progress in addressing some of these" concerns.

North Korea also announced the agreement simultaneously in Pyongyang.

The two countries also agreed to hold another round of talks soon to discuss details of Washington's nutritional aid to the North.

U.S. special envoy for North Korea Policy Glyn Davies and North Korea's First Vice Foreign Minister Kim Kye-kwan held two days of talks from Thursday last week in the Chinese capital to discuss the resumption of the six-party nuclear talks. The talks focused on preliminary steps the United States asked the North to take before resuming the multilateral negotiations aimed at dismantling the North's nuclear weapons program.
