N. Korea Envoy Blasts US Policy

North Korea’s top envoy in France has blasted U.S. policy on the North and accused Washington of ordering conditions for the resumption of the six-party nuclear talks.

North Korean Ambassador to UNESCO Yun Yong-il gave a speech Friday in front of a hundred students at a university in Toulouse in southwestern France.

Reuters news agency reported the ambassador said that all instabilities in North Korea stem from the United States.

The report cited Yun as saying that Pyongyang had no option but to forge ahead with its nuclear deterrent given that China, Russia and the U.S. are nuclear powers surrounding the North. He said this was the only way to create balance in the region.

Yun also said North Korea has its door open to foreign investment. He said over 80 percent of North Korean land is mountainous and natural resources are abundant.
