‘NK Saw No Nuclear Threat from US’

A former U.S. Defense Secretary says North Korea may have begun developing nuclear weapons after deciding the United States would not combat it with a nuclear response.

James Schlesinger, currently chief of a Pentagon panel charged with evaluating the U.S. nuclear mission, said during a State Department briefing that the North may not have feared that the U.S. was willing to use a nuclear response, which may have emboldened the communist nation.
